4:138 Student Fees, Fines and Charges

Students may be charged fees for consumable materials, rental of books and equipment, textbooks, identification cards, laundry, school newspapers, and similar items.
Students leaving the District during the middle of the year may obtain a proportionate refund of the basic materials fees; however, students will be assessed the replacement cost of materials which are not returned and a reasonable fee for damaged materials which are returned.
Textbook Rental
Students will be assessed a basic rental fee based on grade level for non-consumable instructional materials. In addition, students may be assessed the cost of consumable materials utilized. Students may be assessed the replacement costs of non-consumable materials which are not returned and a reasonable fee for damaged materials which are returned.
Activity Passes
In the high school, activity passes may be sold to students in order to make a number of athletic events, concerts, and plays available to students at a moderate cost. 
Identification Cards
A fee may be charged students for identification cards and pictures. Students shall carry their identification cards for general identification and for admission to school events.
Athletic Fees
Fee waivers will apply to athletic fees.  Fees will not be due until an athlete is placed on the official
roster for the team. 
Outstanding Fees
Students whose fees are not paid in full or who are not current on their district established payment plan may be restricted from participating in the following activities, unless the administration determines that participation is required by law: 

1. Athletics
To participate in a sport, an athlete must have all fees (including registration fees, book fines, etc. for both current and prior years) paid in full or be current on their district established payment plan.  Athletes who are not in good financial standing will be allowed to continue to practice, but will not be allowed to compete or dress for a contest until the outstanding debt is resolved.  This policy applies to both middle school and high school athletics. 
2. Prom 
All students wishing to attend prom at any district high school must have their fees paid in full or be current on their district established payment plan to purchase a ticket.
In addition, any former Plainfield School District student who left the district with an outstanding balance will not be allowed to attend as a guest until balances are paid in full. 
Behind the Wheel portion of Driver Education
To schedule the behind-the-wheel portion of driver education, students must have their fees paid in full or be current on their district established payment plan.  Fee waivers will apply to driver education fees.
3. Parking Permit
All students must have their fees paid in full or be current on their district established payment plan to purchase a parking permit. Fee waivers DO NOT apply to parking fees.
4. Graduation and Promotion Ceremonies
To participate in the graduation ceremony at the high school level or promotion ceremony at the middle school level, a student must have their fees paid in full or be current on their district established payment plan. Diplomas/Transcripts will not be distributed until all fees are paid for those students who do not attend the ceremony. 
In addition, any former Plainfield School District student who left the district with an outstanding balance will not be allowed to attend as a guest until balances are paid in full.
5. Middle School (Incoming 6th Grade Students) 
All incoming 6th grade students will not receive their schedule, prior to the first day of school, until their elementary school fees are paid in full. 
Middle School and High School Clubs and Activities
In order to participate in a non-curricular club or activity, all students must have all fees (including registration fees, book fines, etc. for both current and prior years) paid in full or be current on the district established payment plan.  No student will be allowed to participate until the outstanding debt is resolved. 
6. Waiver of Fees
Fees or charges made for instructional materials and other school-related expenses may be waived with the approval of the superintendent or the superintendent's designee, in accordance with Board Policy 4:140 (Waiver of Student Fees). Students shall not be denied educational services or academic credit due to the inability of parents/guardians to pay fees.
